Zero Emission Vehicle Subsidy
The Good Car Co Zero Emission Vehicle Subsidy provides eligible Australian rebates of up to $3,000 for eligible second hand Zero Emission Vehicles purchased from Good Car Co from the 8th of November 2023 and will now been extended to the 31st of December 2023.
Program information
A ZEV refers to a full battery electric vehicle (BEV) only.
Under Good Car Co’s Zero Emission Vehicle Strategy 2022-2032, Good Car Co has committed to the subsidy scheme which will be offered for a fixed period. This subsidy is intended to make purchasing second hand entry level ZEV’s more affordable for more lower income households, businesses and organisations.
The ZEV Subsidy Scheme is limited to:
- one subsidy per individual
- up to five subsidies per Australian Not For Profits, Social Enterprises, B-Corps, and Small business per subsidy round year.
The Good Car ZEV Subsidy aims to encourage individuals, organisations and businesses across Australia to purchase a second-hand ZEV instead of an internal combustion engine vehicle.
Good Car Co is administering the second-hand Zero Emission Vehicle Subsidy because Governments have failed to design EV schemes which target lower income households, organisations and small businesses. This subsidy is designed to be a case study for more effective policy to address the ever widening equity gap.
Subsidy eligibility
Subsidies are now available to eligible Australian individuals and organisations businesses who purchase a second hand Zero Emission Vehicle (ZEV) from Good Car Co.
To be eligible for a $3,000 (inc GST) subsidy you must:
- have purchased a second hand eligible ZEV up to the dutiable value of $50,000 (including GST) on or after November 8th up until December 31st 2023 and have a total household taxable income equal to or less than $60,000 per annum and have net assets at an estimated value below $750,000 and have dependants under the age of 18; or
To be eligible for a $2,000 (inc GST) subsidy you must:
- have purchased a second hand eligible ZEV up to the dutiable value of $50,000 (including GST) on or after November 8th up until December 31st 2023 and have a total household taxable income equal to less than $60,000 and have net assets at an estimated value below $750,000 and no dependants under the age of 18; or;
- have purchased a second hand eligible ZEV up to the dutiable value of $50,000 (including GST) on or after November 8th up until December 31st 2023 and have a total household taxable income equal to less than $60,000 and have net assets at an estimated value above $750,000 regardless of dependants or;
- have purchased a second hand eligible ZEV up to the dutiable value of $50,000 (including GST) on or after November 8th up until December 31st 2023 and have a total household taxable income equal to or more than $60,000 and less than $120,000 per annum regardless of net assets and dependants;
To be eligible for a $1,000 (inc GST) subsidy you must:
- have purchased a second hand eligible ZEV up to the dutiable value of $50,000 (including GST) on or after November 8th up until December 31st 2023 and have a total household taxable income equal to $120,000 and less than $180,000 per annum.
Our subsidy is structured to make this as fair for as many people as possible, especially those doing it the toughest with cost of living pressures. If you earn over $180k p.a. and would like to support the subsidy for low income households please get in touch via info@goodcar.co.
Australian registered Not For Profits, Social Enterprises, B-Corps, community groups, clubs and associations and small businesses are also eligible for the $3,000 rebate. Medium to Large businesses are ineligible to receive the $3,000 rebate but may still be eligible for the $1,000 rebate. Please ensure you have read and understood the program guidelines.
Am I eligible?
The ZEV Subsidy Scheme is open to:
- All Australian residents with a current and valid driver license (international and interstate driver licenses are fine). You do not need to or provide any evidence to prove residency as everyone should have access to affordable transport.
- Australian registered Not For Profits, Social Enterprises, B-Corps, community groups, clubs and associations and small business.
For a ZEV to be considered eligible for a rebate, the ZEV must be:
- a light passenger or light commercial ZEV model only
- a second-hand ZEV, which is being purchased from Good Car Co for the first time and:
- have a dutiable value up to $50,000 (including GST) and be purchased in Australia, from Good Car Co between on or after November 8th up until December 31st 2023, and registered within Australia.
Dealer delivery charges, registration fees and vehicle registration duty are not included as part of the dutiable value considerations.
What is considered ineligible?
Internal combustion engine (ICE) and plug-in hybrid electric vehicles (PHEVs) are ineligible as they are not ZEVs.
The following vehicles are not eligible for the ZEV Subsidy Scheme:
- ZEVs purchased prior to November 8th 2023
- ZEVs purchased after December 31st 2023
- ZEVs purchased at a cost greater than the original dutiable value ($50,000 including GST) between 8th November 2023 and 31st December 2023
- New vehicles
- Dealer / demonstrator models
- Hybrid and plug-in hybrid electric vehicles
- Heavy vehicles over 4.5t (including, but not limited to trucks and buses)
- E-mobility devices (including, but not limited to electric/motorised wheelchairs, electric scooters, mobility scooters and electric bikes)
- Electric motorbikes, trikes and mopeds
- Electric boats or marine vessels
The following entities are not eligible to receive a ZEV Subsidy:
- Licenced Motor Vehicle Dealers
- Government entities (including but not limited to local councils)
- Fleet management organisations.
- Businesses which do not fall into any of the following categories; Australian registered Not For Profits, Social Enterprises, B-Corps, community groups, clubs and associations and small business.
How to apply
You will need to satisfy the following criteria to submit your application online.
Applications for both individual, organisations and business applicants:
- Declaration of income household income
Business applicants will also be required to provide:
- Australian Business Number (ABN), Australian Company Number (ACN)
- Company name, address and contact details (aligned to registration information)
- Director contact name
- Business contact person name, mailing address and contact details.

NFP, Social enterprises, B-corps and small businesses can also claim the subsidy.

Why is Good Car offering its own subsidy?
Subsidies can be an effective tool to increase the uptake of EVs.
The problem is
- They're quickly vanishing as State govts remove them and;
- The subsidies offered by government in Australia only apply to new vehicles which are in limited supply and lets face it, even with subsidies, still out of reach for many Australians.
We think this is totally unfair and inequitable, because it means the amazing savings you can get from switching to an EV (think $2,500 to $3,000 per year) are out of reach for most.
We think subsidies can be better designed and we’re putting our money where our mouth is.
We are offering a means tested $3k subsidy for second hand EVs. Our $3k spend can save an average Australian household up to $15k in car transport costs over 5 years.
